I think I got it. 186-HP at 12000-RPM is a torque than 215-HP at 14,500-RPM. The "American spec" model just rated the engine at the max. torque condition instead of redline.

I meant to say 186-HP at 12000-RPM is more torque than 215-HP at 14500-RPM............

Actually it is windmill powered.
