So net effect of that, farmers will reduce herdsize...less milk produced.. milk price will increase. |

While Methane emissions are 1/8 the CO2 emissions, by volume in the US, methane can capture 120-times the heat energy (MIT), thus it's an important subject. Is a farmer tax the proper solution? Only if it's a penalty for not using best practices to capture/mitigate the issue. Typically, manure piles/lagoons/silos, are covered in an attempt to address these issues. Based on EPA info, manure accounts for 10% of US methane. Livestock burps/farts amount to ~20%

Some of that mitigation is a flare to burn off the methane to make it into less troublesome CO2. The latter seems a wasted opportunity to use the carbon to make useful energy.
